Noble Selects Moen to Lead Legal, Government Relations

Noble Research Institute President and CEO Steve Rhines announced today that Jeff Moen will become the organization’s new general counsel.

Moen has served as director of strategic alliances for the past four years, guiding the organization’s intellectual property and technology efforts within the agricultural marketplace. Before that, he spent eight years as Noble’s corporate counsel and assistant general counsel.

“Jeff brings tremendous legal expertise and a wealth of institutional knowledge to the job," Rhines said. "He helped shape our legal strategy as assistant general counsel, and he has contributed to many of our major projects. Most importantly, he has a passion for Noble, the agriculture sector, and our local and state communities.”

As general counsel, Moen will be responsible for overseeing Noble’s legal strategy and legal work. In addition, he will head the Institute’s government relations (state and federal) activities and continue to lead the organizational project management efforts. Moen fills the post vacated by Rhines, who was recently selected as president and CEO.

Born and raised just north of the Oklahoma Panhandle in Liberal, Kansas, Moen earned a bachelor’s of business administration from the University of Oklahoma (OU). After graduating from OU, he worked in the energy trading industry before returning to school to earn a law degree from Southern Methodist University. Prior to joining Noble, Moen practiced law at Fulbright & Jaworski LLP in Dallas, Texas.

Moen has served in leadership roles on the boards of various nonprofit organizations, including the Oklahoma Center for Nonprofits, Family Shelter of Southern Oklahoma, the MORE Foundation and Dornick Hills Golf & Country Club. He currently serves on the boards of the Ardmore Chamber of Commerce, Southern Oklahoma Ambulance Service and Merrick Foundation. He is also a graduate of Leadership Oklahoma Class XXIII and the Oklahoma Agriculture Program Class XVIII. Moen lives in Ardmore, Oklahoma, with his wife, Jenni, and their three children, Ethan, Dylan and Ella.
